Market Leader - Municipal Sector

Office Location: St. Cloud, MN

Position Description: 

This position is a senior-level position with the opportunity to develop and maintain Apex’s Municipal services for public and private clients. The Market Leader will be responsible for managing and growing Apex’s Municipal services in the Central Minnesota regional market.  The Market Leader will also be responsible for growth in existing and new markets that match the strategic plans of the company.  A qualified candidate will be expected to develop and execute short- and long-term revenue goals, monitor regional sector performance, monitor project budgets, hire key staff, along with pursuing, serving, and managing clients.  The Market Leader will report directly to Apex’s Municipal Sector Leader. The candidate will be expected to attend meetings in person with key municipal, business development, and operations personnel. The Market Leader will be expected to be involved in promoting the company through industry-specific professional organizations.
 
Essential Tasks and Duties:

• Provide professional engineering services for clients by providing studies, planning, design, specifications, plans, reports, construction administration, observation, and project management.
• Communicate frequently and effectively with clients, supervisors, and project team members on a consistent basis by providing updates and progress during all phases of projects.
• Assist with the management of all aspects of client relationships and conduct client satisfaction check-ins.  Discuss clients' potential project opportunities, details of RFPs, and contract reviews.
• Work collaboratively with Municipal Sector Leader on establishing and maintaining key strategic partnerships to effectively win work and deliver quality municipal and infrastructure design and construction services.
• Collaborate with other sector leaders and municipal market leaders within the company regarding workload, pursuits, staffing, and technology needs.
• Develop, follow, and maintain strategic plan initiatives and goals for the Municipal sector and the company.
• Demonstrate a strong ability to mentor project managers in areas of contract development, project profitability, and risk management.
• Participate in business development and marketing activities related to municipal services with existing clients and potential new clients.
• Attend appropriate conferences and professional seminars as deemed necessary to further Apex’s mission to grow municipal services.
• Spearhead attendance at professional conferences in terms of scheduling appropriate sector personnel, strategizing marketing opportunities, and overall exposure of Apex at related events.
• Contribute to project pursuit efforts by participating in proposals and interviews for specific projects as deemed necessary.
• Participate in municipal leadership team meetings, company management meetings, and company operations meetings when appropriate.
• Assist with hiring and recruiting strategic positions that meet the company or sector growth goals.
• Utilize effective communication skills required in settings such as public meetings, professional seminars, corporate meetings, etc.
• Responsible for providing the Municipal Sector Leader with financial and progress reports on municipal-related operations.
• Keep abreast of the latest civil engineering technical advancements, technology, and concepts, and make recommendations to the Municipal Sector Leader as appropriate. This position will require the initiative to think independently and make rational judgment calls.
• Understand and follow company employee handbook and mandated safety policies.
• Perform responsibilities in a conscientious, legal, and ethical manner with a strong attention to detail.
• Must be able to work independently and collaboratively within a multi-disciplinary team environment.
• Participate in professional organizations and community leadership programs.
• Travel and out-of-town stays will be required. 
• This position frequently requires more than 40-hour work weeks.
• Other duties as assigned.

Qualification Requirements: 

• A bachelor’s degree in civil engineering, with 10+ years of civil or municipal engineering experience and a minimum of 7 years of project management experience.
• A licensed engineer to practice engineering within the State of Minnesota or have the ability to obtain license(s) within 6 months of hire, as deemed appropriate and strategic.
• Experience and working knowledge preferred in municipal engineering, construction, and public works/utilities.
• Experience and working knowledge with public agencies located in Minnesota is preferred, but not required.
• Experience with developing business and managing personnel in the consulting engineering industry is preferred.
• Must have experience with involvement in appropriate professional organizations beneficial to Apex and the municipal sector.
• General knowledge of federal, state, and local funding programs relevant to infrastructure projects is preferred.
• Proficient using Microsoft Windows/Office products (Word, Excel, Outlook, PowerPoint).
• Excellent written and verbal communication skills required.
• Must be detail-oriented, self-motivated, with strong interpersonal and organizational skills.
• A valid driver’s license is required or the ability to obtain one.

• Ability to operate a computer under normal ergonomic office conditions.
• Must be able to clearly articulate both verbal and written communications.
• Required to lift and move objects up to 50 pounds.
• May require prolonged periods of standing and walking to perform some of the essential tasks and duties.
• Must be able to work required hours in the office or offsite.
