Lead Infrastructure Funding Specialist

Engineering and Operations - Bismarck, ND - Full Time

The location of this position is flexible and can be performed from any of our Apex offices (Fargo, Bismarck, Dickinson, ND or Detroit Lakes, St. Cloud, or Minnetonka, MN). Apex is seeking an experienced Funding Specialist to join our team, focusing on leveraging funding opportunities for our client’s infrastructure projects. As a key member of our team, you will play a crucial role in leading infrastructure project funding for water/wastewater, transportation, municipal and facility projects – ensuring our clients have access to the funding they need to deliver projects as efficiently and cost-effectively as possible.

Preferred Qualifications: 

  • 5+ years of experience in infrastructure funding and financing, with a strong focus on Minnesota and/or North Dakota funding programs.  South Dakota funding program experience is a plus.
  • In-depth knowledge of federal, state, and local funding programs relevant to infrastructure projects.
  • Direct experience with grant administration.
  • Proven track record in successfully securing grants, loans, and other funding sources for infrastructure projects.
  • Familiarity with the regulatory environment and funding landscape specific to Minnesota and/or North Dakota.  South Dakota is a plus.
  • Experience in preparing and presenting technical information related to infrastructure funding.
Essential Tasks and Duties:
  • Collaborate closely with Apex Sector Leaders and Project Managers to assess, plan, secure, and manage funding for critical infrastructure initiatives in Minnesota, North Dakota, and South Dakota.
  • Evaluate and analyze various funding sources, including federal, state, and local programs, to develop tailored funding strategies.
  • Lead the preparation and submittal of grant and loan applications for Apex Project Managers and clients.
  • Provide strategic guidance to Apex Project Managers and clients on aligning project objectives with funding program priorities.
  • Build and maintain relationships with key stakeholders, including state agencies, regulators, and funding administrators in Minnesota, North Dakota and South Dakota.
  • Stay updated on evolving regulations and funding opportunities at the state and federal levels, anticipating changes and adapting strategies accordingly.
  • Collaborate with Apex Sectors and Marketing Manager to integrate alternative funding solutions into project proposals and service offerings.
  • Other duties as assigned.
Minimum Qualifications: 
  • Residency in Minnesota or North Dakota.
  • Strong writing and communication skills are essential to this position.
  • A minimum total of 5 years of related work experience.
  • Bachelor's degree in Finance, Business Administration, Communications, Engineering, or related fields.
  • Ability to travel as needed for team meetings, client consultations, on-site inspections/visits, etc. Occasional overnight travel may be required.
Physical Requirements: 
  • Ability to operate a computer under normal ergonomic office conditions.
  • Must be able to clearly articulate both verbal and written communications and directives.
  • Required to lift and move objects up to 25 pounds.
  • May require prolonged periods of standing and walking to perform some of the typical tasks and duties.
  • Must be able to work required hours in the office or offsite.
